Context

Task

- Generate a 'Sensitivity Analysis' showing how the award changes if 'Cost' weight is increased by 10%.
Constraints
- MUST NOT award business to a carrier failing the {{service_targets}} insurance or safety minimums.
- MUST ensure the total volume awarded across carriers equals 100% of the lane requirement.
- MUST include a 'Risk Diversification' rule (e.g., no single carrier gets >60% of a critical lane).
