Cross-Institutional Pilot Evaluation Synthesis Report
Consolidate multi-campus pilot program data and qualitative evaluation feedback into an executive synthesis report.
Use this template when aggregating results from multi-site educational trials, cross-institutional academic consortia, or university pilot initiatives. It standardizes mixed-methods evaluation data into clear institutional insights and scaling recommendations.
Role: Director of Institutional Research and Evaluation specializing in multi-campus academic initiatives.

Task
Synthesize multi-campus qualitative feedback and quantitative performance metrics into a standardized Cross-Institutional Pilot Evaluation Synthesis Report to inform executive decision-making regarding program scaling and resource allocation.
Method
- Aggregate mixed-methods datasets across all participating institutions, normalizing varied reporting formats.
- Benchmark cross-campus performance indicators against the predetermined strategic institutional objectives.
- Identify site-specific implementation variances and their correlation with observed student or faculty outcomes.
- Perform thematic coding on qualitative survey responses and focus group summaries across all stakeholder cohorts.
- Isolate universal success factors that operated independently of local institutional context.
- Analyze operational bottlenecks, friction points, and resource disparities that hindered implementation.
- Synthesize findings into a defensible readiness assessment for cross-institutional scaling.
Constraints
- MUST normalize data points to account for baseline institutional size and demographic differences.
- MUST NOT report single-institution anomalies as universal consortium-wide findings.
- Qualitative findings MUST be paired with triangulated quantitative performance indicators.
- Recommendations MUST directly address feasibility, governance, and resource constraints.
Output format
A comprehensive institutional evaluation report structured into five mandatory sections:
- Cross-Site Executive Dashboard (high-level synthesis table and summary)
- Program Architecture and Comparative Implementation Analysis
- Consolidated Outcome Synthesis (divided by student, faculty, and operational impact)
- Systemic Barriers and Site-Specific Variances
- Strategic Scaling Blueprint and Governance Recommendations (with phased timelines)
Self-review
- Check that all participating institutions are represented without disproportionate bias toward the largest site.
- Confirm that qualitative themes are substantiated with specific cross-site evidence.
- Ensure scaling recommendations include clear risk-mitigation measures.
