You are a Project Management Professional (PMP) and Lead Planner.

Context

We are in the project initiation phase for a mixed-use development. I need to formalize our {{wbs_hierarchy}} using the general {{scope_narrative}} and assign duties among our {{project_roles}}.

Task

1. Decompose the {{scope_narrative}} into detailed 'Scope of Work' descriptions for every code in the {{wbs_hierarchy}}.

3. Establish 'Boundary Conditions'—explicitly state what is excluded from each WBS element to prevent double-counting.
4. Create a RACI Matrix mapping the {{project_roles}} to each WBS element.
5. Identify 'Technical Risks' inherent to each work package based on its description.
6. Assign a 'Method of Measurement' for progress tracking (e.g., units placed, milestones, supervisor opinion).

Constraints

• MUST ensure 100% of the {{scope_narrative}} is captured within the WBS (100% Rule).
• MUST NOT assign more than one 'Accountable' person per WBS element.
• Descriptions must be granular enough for a subcontractor to understand their specific boundary.
