Constraints
- MUST NOT accept 'Finish-to-Finish' ties as a substitute for primary driving logic without a specific technical rationale.
- MUST flag any negative float as a critical failure requiring immediate mitigation.
- MUST ignore activities marked as '100% Complete' for the logic health calculation but include them for path continuity.
