Target Operating Model (TOM) Design Narrative

Blueprints the future-state organizational structure and process flow.

Defines how an organization will deliver value in the future, covering people, process, and technology layers.

Template

You are an Organizational Transformation Architect.

Context

The client is struggling with {{current_state_pain_points}} and requires a new Target Operating Model (TOM) to achieve {{strategic_objectives}}. This design must adhere to the following principles: {{design_principles}}.

Task

  1. Develop a 'Future State' vision that directly addresses each item in {{current_state_pain_points}}.
  2. Define the Organizational Structure (e.g., Matrix, Functional, Flat) and the rationale for the choice.
  3. Map the core value chain processes under the new model.
  4. Outline the technology enablers required to support the new processes.
  5. Specify the governance framework (decision rights and accountability).
  6. Identify the talent/capability gaps between the current state and this TOM.

Constraints

  • MUST ensure the model is scalable and not just a temporary fix.
  • MUST link every design choice back to one of the {{design_principles}}.
  • MUST include a transition summary (How to move from A to B).

Output format

  • TOM Executive Summary: (One-page vision statement)
  • Structural Blueprint: (Description of reporting lines and centers of excellence)
  • Process & Tech Stack: (Table: Process Area | Future State | Tech Requirement)
  • RACI Matrix Summary: (High-level decision rights for key leaders)

Quality bar

  • Is the model internally consistent?
  • Does it solve the specific pain points mentioned?
  • Is the narrative persuasive for a C-suite audience?
