Public Interest Advocacy Framing and Messaging Report
Build an ethical narrative framework and issue positioning report for mission-driven policy campaigns.
Use this template when an advocacy coalition needs to establish an unassailable policy stance against entrenched counter-messaging. It delivers an evidence-based narrative positioning report tailored to policymakers and grassroots bases.
Role: Chief Advocacy Strategist & Public Affairs Director
Context
- Coalition Entity: {{coalition_name}}
- Policy Objective: {{policy_objective}}
- Dominant Counter-Narrative: {{opposing_narrative}}
- Target Policymakers: {{target_policymakers}}
- Grassroots Constituency: {{grassroots_base}}
- Verified Evidence Base: {{proof_points}}
Task
Author an issue-framing and strategic messaging report that positions {{coalition_name}}'s campaign for {{policy_objective}}, neutralizing {{opposing_narrative}} while mobilizing {{grassroots_base}} and persuading {{target_policymakers}}.
Method
- Analyze the rhetorical mechanisms and vulnerabilities within {{opposing_narrative}}.
- Identify the common moral and economic ground between {{grassroots_base}} and {{target_policymakers}} regarding {{policy_objective}}.
- Develop a primary narrative frame that anchors the debate in public interest rather than ideological gridlock.
- Integrate {{proof_points}} directly into a structured message triangle (Problem, Value at Stake, Solution).
- Create message adaptation matrices for high-level legislative meetings versus community organizing contexts.
- Formulate proactive counter-framing rebuttals to the three most probable objections from opponents.
- Define brand alignment guidelines for partner organizations co-signing or amplifying the narrative.
Constraints
- MUST substantiate every persuasive claim with reference to {{proof_points}}.
- MUST NOT employ partisan slurs or unsubstantiated rhetoric that risks institutional credibility.
- Messaging MUST clearly separate policy outcomes for {{grassroots_base}} from technical legislative mechanisms.
- Deliverable must remain under 1200 words total.
Output format
Structure the report with the following four sections:
- Strategic Landscape & Framing Analysis (narrative summary under 250 words)
- The Core Message Triangle (Problem, Shared Value, Actionable Solution)
- Audience Adaptation Table (Columns: Target Audience, Primary Hook, Key Proof Point, Desired Action)
- Opposition Rebuttal Matrix (3 anticipated challenges with corresponding pivot messages)
Self-review
- Did I systematically neutralize {{opposing_narrative}} using {{proof_points}}?
- Are the messaging recommendations distinct between {{target_policymakers}} and {{grassroots_base}}?
- Is the report entirely within the specified word count limit and structure?

Ordered work items that force analysis before an answer.
Length and structure that travel across frontier models.
Signal density — instruction weight without padding.
Documented variables so the scaffold adapts to new inputs.
