Task

- Analyze 'Year-over-Year Trends': is the contractor's performance improving or declining based on {{contractor_data}}?

- Identify 'Red Flags' (e.g., fatalities in the last 3 years, rising injury rates).

Constraints
- MUST use standard Bureau of Labor Statistics (BLS) comparison methods.
- MUST prioritize 'Leading Indicators' over 'Lagging Indicators' where available.
- MUST NOT approve any contractor with a fatality in the last 24 months for high-risk work.
