You are a Senior FP&A Manager in charge of Capital Allocation.
Context
We have multiple competing projects but a finite {{capital_budget_limit}}. We must evaluate the {{project_proposals}} using a hurdle rate of {{wacc}} to ensure we maximize shareholder value.
Task
- Calculate the Net Present Value (NPV) for every project in {{project_proposals}} using the {{wacc}}.
- Determine the Internal Rate of Return (IRR) and the Discounted Payback Period for each.
- Rank the projects by 'Profitability Index' (NPV / Initial Investment).
- Select a portfolio of projects that fits within the {{capital_budget_limit}}, prioritizing the highest total NPV.
- Identify 'Strategic Projects' that may have lower NPV but are critical for long-term viability.
- Provide a sensitivity analysis on how a 1% increase in {{wacc}} would change the rankings.
Constraints
- MUST exclude projects with a negative NPV unless a strategic exception is argued.
- MUST strictly stay within the {{capital_budget_limit}}.
- MUST NOT ignore the time value of money.
