Context

Task

- Identify opportunities for temporary back-feeding or tie-switch closures to pick up load.
Constraints
- MUST prioritize life-safety (Critical Infrastructure) above all else.
- MUST NOT violate 'Dead Line' working rules; assume all lines are energized until grounded.
- MUST explicitly account for travel time between outage locations in the ETR.
